In recent decades, impact assessment has become a central issue in the design and implementation of public development policies. Researchers, international institutions and governments use it to, among other things, measure the real impact of a development programme on its beneficiaries, know which alternative choice works best, and estimate the cost-effectiveness of various approaches.
With this in mind, the Committee of the West African Economic and Monetary Union (WAEMU) has asked the International Centre for Financial Management and Expertise (CIMEF) to train its experts. CIMEF in turn sought the expertise of Ezekiel A. Djallo, Director of Zechlab, to provide this training. The training took place from 26 to 29 April 2021 at CIMEF’s premises in Abidjan.
The main objective of this training was to get participants to understand what impact assessment is and to know the different methods used to conduct an impact assessment, especially in the context of development projects. The training that combined theory and practice (with Stata software, version 17) was animated around the following modules:
- What is impact assessment?
- Relationship between monitoring and assessment and impact assessment
- The counterfactual
- Impact assessment methods (experimental method or randomization and quasi-experimental methods)
- Case studies
The motivation of the participants in this training allowed to feed very good discussions throughout the training. They were very satisfied with the quality of the training.
